BackgroundtotheEmergenceofConsumerIssues





1.Consumerissuesareaninevitableproductofsocietyreachingaspecifichistoricalstage,closelylinkedtothedevelopmentofacommodityeconomy.TheSecondSocialDivisionofLaborgraduallyclarifiedthedistinctionbetweenconsumersandnon-consumers,markingtheinceptionofconsumerissues.





2.TheproliferationofconsumerissuesoccurredaftertheThirdSocialDivisionofLabor.Theriseofthemerchantclassgraduallyestablishedproducers,operators,andconsumersasmarketentitieswithindependenteconomicinterests.Undermarketeconomyconditions,conflictsbetweenconsumersandoperatorsbecamefrequentandwidespread.Intransactionswithproducersandoperators,consumers?asdispersedandisolatedindividuals?oftenoccupyaweakerposition.Theirpersonalsafetyandpropertyarevulnerabletoinfringement.Consumerissuesevolvedfromsporadic,isolatedincidentsintoawidespreadsocialproblemaffectingthemajorityofconsumers.
